Perhaps. But then again, maby Carnival is just what the island needs now, a sense of normalcy, an opportunity for island wide relaxation and celebration after the last 6 months stresses of the effects of Irma. Maby it is money well spent then if we see Carnival as an important part of recovery, which probably it is.
